City Annexation Plan
In 2008, the City of Santa Fe and Santa Fe County officials reached an historic Annexation Settlement Agreement under which the City will annex the territory within I-25 and NM Highway 599. The annexation will create clear, readily identifiable city boundaries and will occur in three phases. See the maps:

- Phase One was approved by the City Council on November 10, 2009 and became effective on November 24, 2009.
- Phase Two is scheduled for mid-2013 and will include the area north of Tierra Contenta on either side of Airport Road up to Highway 599, as well as the Mutt Nelson Road area south of Tierra Contenta.
- Phase Three is tentatively scheduled after 2013 and will include the West Alameda/Paseo Nopal area, the Town and County Subdivision near Rodeo Road and Richards Avenue, as well as Hyde Park Estates and other areas along the city's eastern boundary.
- The Agua Fria Traditional Historic Community will remain under County jurisdiction.
Procedures for Annexation
Annexation procedures are governed by state statute and City Land Development Code:
- City staff will file a petition for annexation for each phase
- City staff will hold Early Neighborhood Notification (ENN) meetings to explain the process and answer questions
- The Annexation Petitions will be heard by the Extraterritorial Land Use Commission (ELUC)
- ELUC will recommend whether or not to proceed to the Extraterritorial Land Use Authority (ELUA)
- Upon approval by ELUA, the annexation will proceed to public hearing before the City Planning Commission
- If approved by the Planning Commission, there will be a public hearing before the City Council
- Once the City Council has approved and adopted the ordinance it will be recorded and the annexation becomes final
City Land Use and Zoning in the Annexation Areas
The City has been granted Land Use authority (i.e. subdivision, planning, platting and zoning) for all three phases of the City-initiated annexation, prior to the areas officially being annexed.

How to Create a Map:
- Click on the "Locate" tab. (Above the hand icon)
- Click on "Search" under "Locate a City Address by Address Point."
- Type in the number of your address in the "Street Number" box.
- Then type in your street name in the "Street Name" box.
- Click on "Zoom" underneath the desired addresss.
At this point you can then go up and click on the "Layers" tab. You can click on the folders shown to customize your map with what you want shown, such as Zoning, Overlays, Rivers, etc.
Once you are satisfied with the map and if you wish to create a PDF, click on the "Print PDF" tab. Enter in the appropriate information and click "Ok". The service will then take a few seconds to create the map and once it is finished you can click on "Open Map". If you have any questions please call the GIS Department at 505-955-6616.
