Neighborhood Stabilization Plan for Hopewell Mann


The Midtown Neighborhood Stabilization Plan is a community-driven initiative focused on protecting and strengthening the Hopewell Mann neighborhood as redevelopment of the Midtown District moves forward. Launched in 2025 by the City of Santa Fe in partnership with MASS Design Group, Chainbreaker Collective, the Santa Fe Indigenous Center, and Ideas & Action, the plan is designed to ensure that growth happens equitably, fairly, and affordably. Its goal is to minimize displacement, preserve cultural identity, and reinforce the economic vitality of one of Santa Fe’s most historic working-class neighborhoods.
Over the course of a year, the plan will be shaped by deep neighborhood engagement, with residents, business owners, and community organizations directly involved in shaping recommendations. This collaborative process will establish strategies to stabilize housing, strengthen community assets, and create opportunities that allow existing residents to remain and thrive. As an extension of the Midtown Community Development Plan, the Neighborhood Stabilization Plan ensures that adjacent neighborhoods benefit from Midtown’s redevelopment and that equity is at the center of the city’s investment.
