City of Santa Fe Office of Emergency Management practices “All Hazards” emergency planning, which means our emergency planning efforts are built around a comprehensive analysis of each hazard facing the City of Santa Fe. Our emergency plans are capability-based, focusing on our existing capabilities to effectively respond to emergency situations and identifying what capabilities or resources need to be expanded or requested through intergovernmental agreements.

The Office of Emergency Management maintains the following emergency plans:

  • Hazard Mitigation Plan (strategies to reduce the impacts of hazards on our community)
  • Emergency Operations Plan (how the City will operate during an emergency)

  • Operational Coordination

It is important to note that our emergency plans do not simply sit on a shelf once they have been written. Planning is one component of a broader ongoing cycle of preparedness in the City of Santa Fe that also includes robust training and exercise programs, capability-guided equipment procurement, and frequent reviews of existing plans, programs, and capabilities. This preparedness cycle forms the basis of the City’s overall Emergency Management program and includes the following components:

The Santa Fe Office of Emergency Management believes a community that is aware of the hazards they face and the steps they can take to prepare for emergencies is the cornerstone of effective emergency management. The Office of Emergency Management is available to speak to community groups, neighborhood associations, non-profit organizations, and other groups about emergency preparedness, our hazards, and the role the City and Community play in preparing for, responding to, and recovering from emergencies and disasters.

2020 Hazard Mitigation Plan


The updated City of Santa Fe Mitigation Plan has been approved by the Federal Emergency Management Agency (FEMA) and was adopted by City Council via a resolution on December 9, 2020. A copy of the final plan is available for download by clicking the link below:

Emergency Operations Plan


The City of Santa Fe's Emergency Operations Plan lays a general outline for how the City may prepare for, respond to, and recover from disasters. The Emergency Operations Plan received Governing Body approval on August 11, 2010. The Basic Plan may be accessed below. The Emergency Operations Plan will undergo a cover-to-cover review beginning in January 2014.
