Description

St Elizabeth Shelters manages the operations of Santa Fe Suites and is therefore the only agency positioned to use these CARES Act funds at Santa Fe Suites, whose purchase was supported by the City to offset the dire impacts from the global pandemic. Santa Fe Suites employs a "property management plus" model which relies on expanding wrap around services so that the social services needs of a tenant are prioritized, which is different than simply managing the physical plant of the housing. To date, St Elizabeth’s staff has employed this model, which requires higher staffing and expertise, very effectively at the site. Currently, their staff handles the property management (through a partnership with High Desert Housing), programming, and case management of the tenants.

Additionally, St Elizabeth operates longer term units as Permanent Supportive Housing (PSH) and utilizes a Continuum of Care (CoC) Coordinated Entry System (CES) to sign leases with residents who meet the highest level of priority. PSH combines affordable housing assistance with voluntary support services to address the needs of chronically homeless or housing insecure people. The services are designed to build living and tenancy skills and connect residents with community-based health care, treatment, and employment services. Deploying the CARES Act funds at Santa Fe Suites to ensure expanded staffing for St Elizabeth will ensure that the site continues to operate successfully and that these interventions effectively respond to the ongoing impacts from the pandemic.
