Capital Improvements Advisory Committee

This nine-member committee is established to:

  • advise and assist the city in adopting land use growth assumptions;
  • review the capital improvements plan and file written comments;
  • monitor and evaluate implementation of the capital improvements plan;
  • file annual reports with respect to the progress of the capital improvements and report any perceived inequities in implementing the plan or imposing an impact fee; and
  • advise the city of the need to update the impact fee capital improvements plan.

Impact fees are imposed by the city on new development to generate funding for capital improvements necessitated by new development in four categories of infrastructure including roads & trails; parks & open space; and fire, emergency & police facilities and equipment.

The impact fee capital improvements plan is updated at least every five years.
